shall, Cathe cognizance according to Law of offences committed by persons other than Chinese.

Article 29.- All fines arising from breach of the Emigration Rules which may be inflicted either by, the Judicial Ribunal on by the

Procuralura for

Chinese affairs shall, under Warrants, be paid into the Goverment Treasury.

Article 30..

All Rules and Regulations contrary to the foregoing provisions are hereby repeated, and this Proclamation

is to stand part of the Regulations now in force._

The Authorities, to whom the Knowledge and execution of this Proclamation may affertain,

are

required to act accordingly, and to give the necessary directions herein.
